Rémy REBEYROTTE

Outgoing Deputy, Presidential Majority

1 – What do you recognize in Europe in what it has been able to bring to the territory in Saône et Loire and in the constituency in particular? And what do you expect from Europe tomorrow?

In Saône-et-Loire, as for our country and for the Continent, the European construction first brought peace and the generalization of Democracy. Allow me to start with this because we have been part of the first generations for a long time not to know the war in the West of our Continent, to live in peace with our German neighbors, to build common projects and this deserves to be underline. We must never forget that the idea of European construction was born in the concentration and extermination camps of the Second World War, around the idea “Never again”. This is anything but a “History Detail”. Thus, the construction of Europe has enabled the emergence of Democracy and the Rule of Law over a large part of the continent, to turn its back on dictatorships which still seek today, on our doorstep, to satisfy men and who carry a nationalism that leads to war.

Add to this, of course, all that the European Union brings to our territories in terms of support and financial means through the Common Agricultural Policy (CAP) or through the Regional Funds (ERDF, FEADER, LEADER, ESF, …).
What would our rural and agricultural sector be today without the support of the CAP or the contribution of the European Agricultural Fund for Rural Development (EAFRD) and the LEADER Fund? What resources would our urban areas have relied on since the 1980s to ensure their economic, particularly industrial, reconversion if there had not been the European Regional Development Fund (ERDF)?
European construction has greatly supported the industrial recovery of Le Creusot and the structuring projects for the attractiveness of all of our territories. And, I do not forget the accompaniment of the social dimension and integration of these policies implemented at the service of the inhabitants of our territory through the European Social Fund (ESF).
Not only must Europe continue to uphold its values and its actions on the ground, but it must, tomorrow, provide our countries with greater economic, financial and technological sovereignty in terms of security and protection at our borders, in terms of defense , in food. We are all aware that the issues today are at the level of the continents. It is up to us to organize ours to weigh in the concert of Nations, facing China, the United States, of which we are an ally, Russia, Africa for which we must be a major partner.
And let’s not forget, already, what the European Union has given us in terms of financial support and the implementation of vaccination during the Covid pandemic, which is not yet behind us.

2 – In Saône-et-Loire and particularly in Le Creusot, the nuclear industry plays an important role. Are you in favor of continuing and relaunching the civilian nuclear program as announced by the President of the Republic? Or will you question it if your group wins a majority in the National Assembly?

Concerning the civil nuclear industry, I was among the most active MPs with the President of the Republic and the Government to defend the choice of nuclear power in the future energy mix. Not only because it is a major industry for our employment pools, through major players in our economies and numerous subcontracting SMIs-SMEs which are of great importance in our territories, but also because I have the conviction that in the future energy mix, nuclear represents the least carbon-intensive and most stable energy. Of course, we must develop renewable energies in parallel (photovoltaic, wind power, paying great attention to the preservation of our remarkable landscapes and heritage, methanation, biomass, etc.), but nuclear power is the only guarantee, energy stability in the face of tremendous energy demands. electricity that are offered in perspective.
We should add to this that the development of civilian nuclear power allows us to maintain our special place in European Defense since France is the only country in the Union to develop its deterrent force for the benefit of all.

Richard Beninger

1 – What do you recognize in Europe in what it has been able to bring to the territory in Saône et Loire and in the constituency in particular? And what do you expect from Europe tomorrow?

“What we are asking of Europe is not to bring more or less to the territory in Saône et Loire, even if the elected representatives of the municipalities or the department measure by the yardstick of their own projects what they can expect of Europe in terms of funding and cooperation. But for a member of the Nation, whatever constituency he is, we expect him, I believe, to have a clear and global conception of Europe. In the NUPES “shared program for governing”, we say together that we want to shift European policies towards social justice, ecology, human progress and the development of public services. And we also say that we will work on an in-depth modification of the European rules incompatible with our program.

2 – In Saône-et-Loire and particularly in Le Creusot, the nuclear industry plays an important role. Are you in favor of continuing and relaunching the civilian nuclear program as announced by the President of the Republic? Or will you question it if your group obtains a majority in the National Assembly?

“I understand the concern of employees and residents at the idea that an activity that structures the industrial and economic fabric of the city could be called into question. The memory of Creusot-Loire is identified with the fact that industrial reconversion with liberal sauce is synonymous with social damage and the liquidation of a region’s assets. First, there is no question of stopping the nuclear fleet overnight. This must be operated under optimum safety conditions until the power plants are closed after 40 years and when the relay can be taken over by renewable energies. Then, all the workers in the sector, including the subcontractors, will be guaranteed to keep their jobs. A number of activities in Le Creusot are related to nuclear power, but all the skills, tools and cutting-edge technologies deployed there can be reoriented and mobilized in activities and sectors that are just as promising for jobs and markets. Nothing will be done without the close involvement of the workers and their representatives, the elected representatives of the local authorities. This new social and civic deal is the best guarantee”.

1 – What do you recognize in Europe in what it has been able to bring to the territory in Saône et Loire and in the constituency in particular? And what do you expect from Europe tomorrow?

“I’m proud of Europe, of our continent, it’s our identity, our history. As far as the European Union is concerned, it’s a different story.
It’s just a technocratic entity that wants to run the whole of Europe from Brussels against the French.
The European Union has brought nothing to the French in the 3rd district of Saône et Loire.
I expect this Europe to rebuild itself into a Europe of nations!

2 – In Saône-et-Loire and particularly in Le Creusot, the nuclear industry plays an important role. Are you in favor of continuing and relaunching the civilian nuclear program as announced by the President of the Republic? Or will you question it if your group obtains a majority in the National Assembly?

“THE NUCLEAR INDUSTRY holds an important place in Saône et Loire, I am in favor of the continuation and relaunch of the nuclear program, since it is the most carbon-free energy and currently the least expensive for the French”.

1. What do you recognize in Europe in what it has been able to bring to the territory in Saône et Loire and in the constituency in particular? And what do you expect from Europe tomorrow?

“The Saône et Loire and this constituency perfectly illustrate the fact that the European Union was created for the capitalists and serves them: the big industrialists have won a market there where their products circulate freely and can thus compete with the American market. They also benefit from colossal funds from which this body waters them thanks to subsidies and numerous fights between States to capture the maximum for the benefit of their respective capitalists. In this game, it is the strongest who win, France and Germany in the lead.
Here, the big companies in this very industrial sector have taken full advantage of it. Since the closure of Creusot-Loire, European funds have constantly fallen into the hands of companies such as SNECMA, Framatome and others, under the pretext of “reconversion”. The public authorities have thus paid up to €700,000 per job created.
As long as the bourgeois are at the helm in our society, the European Union will be at their service, like any other institution. But I am for a Europe rid of this class of parasites and organized according to the interests of the populations”.

In Saône et Loire, and in particular in Le Creusot, the nuclear industry plays an important role. Are you in favor of continuing and relaunching the civilian nuclear program…? Or do you question it if your group if your group obtains the majority in the Assembly?

“I am not an expert on energy issues and I don’t know which technology is the safest for both people and the planet.
On the other hand, what I do know is that at the present time the problem does not come from the chosen technology but from the fact that it is the large capitalist groups which control the production, processing and transport of energy; their only criterion is that of profitability, profit above all. It is their stranglehold on this sector as on the rest of the economy that poses a problem. Because their decisions are not taken according to the general interest but only according to their private interests.
Governments can make laws and impose standards, but that does not change anything on the merits. Because never will a government attack the domination of the capitalists.
In this field as in all the others, it will be necessary to remove the levers of control from them and the only social force which has the means, it is the workers who make the companies and all of society work.
